Reservations sold out for DVC but open for public?

Hi!
Quick question for the DVC experts. I am trying to book a reservation for someone for Janurary (14th-19th) but all resorts are sold out. However, when that person calls Disney directly (they are not a DVC member) there is availability.

Does Disney maintain a certain percentage of rooms specifically dedicated to non-DVC reservations? I think the answer is yes but i don't know what the percentage is.....

There are three sources for cash reservations at DVC resorts not available for points reservations.

DVC holds a small percentage to use for maintenenace issues which can also be used for cash reservations if not required for maintenance issues.

Points used by DVC owners for non-DVC options - like cruises and other WDW resorts - are converted to reservations available ona cash basis. DVC members will not generally have access to any of these rooms thru MS.

In addition any rooms not reserved on points 60 days in advance are also available for public cash rental.

By far, the greatest source of cash rooms available thru CRO comes from points used by DVC members for the non-DVC options.

So what do you think the chances are for clearing a waitlist during that time period? I have a one night waitlist for a 2br at SSR for 1/14.
