There has never been a problem with arriving with fewer people to your ADR. Arriving with more can be a problem.

As long as one person shows up for your dining reservation, you will not be charged the $10 per person no show fee.

I don't know about decreasing from 4 to 2, but I'd suspect it would be fine. I always reserve for 2, and show up as 1, and no place has ever complained nor tried to charge me.

Yes, shouldn't be a problem at all. Also, whenever I had dining issues and was charged by Disney, a quick email to support fixes the issue and the pending charge is removed the next day. Just explain what happen. They really only like to charge people that completely forget about, but I'm guessing they would refund 99.99% of people that would call or email. Disney doesn't like doing this, but it's a way to make a buck or two without having to lift a finger and a good way to discourage people from booking everything like a madman and deciding not to show up to fit their schedule.
