with renting extra points, can the rentee book those 11 months in advance for the "home site" or ?

Unless you are a member and have the points in your account, you can't actually use points at all. Non-members may only rent reservations made using points by the member who controls those points.

A member may have points transferred into his/her account by another member and will then have the use of the points.

Reservations may be made 11 months in advance at the home resort for those points by a member. Non-members would need to find a member who owns at a specific resort to have a reservation made 11 months in advance my the member. The reservation can be made in the name of the non-member.
