Renting a car at Clearwater/St.Petersburg when flying into TPA

For my upcoming trip in July I am flying into Tampa with a plan to rent a convertable. I know the price will go down before then, but right now the lowest price $824 for 12 days, while the same rental at Clearwater/St. Petersburg is $308. How inconvenient is it to get between the two airports? The estimate by Uber to be driven between the two airports is between $17-$21, so even with Uber fare I will be saving about $475. Has anybody else done this? What has been your experience?

I've never done that, but that sounds like a deal. I'm surprised Tampa doesn't have something closer in price.
