Rental Car Help - Orlando/Tampa

Our family of 5 is flying into Orlando in February. We were hoping to spend a few days in Orlando and then do a cruise. We are not having much luck finding a cruise that suits us out of Port Canaveral so we are considering cruising from Tampa. Which car rental agencies are most convenient for cruising from the port of Tampa? The few I have looked at have very high drop off fees when renting in Orlando and returning to Tampa. Do any car rental agencies either not have a drop fee or have lower fees? Any suggestions? Thank You!
