For 30-days or less, DVC rental store would only give you a travel credit of 50% of the price. Do what PP suggests, book directly with Disney a room-only reservation.
Once inside of 30 days and your friend knows for sure he or she is going, check to see if there are any last minute deals for DVC (those are non-refundable).
I have rented points on this board and, like others, I say no cancellations except for the resort being closed in which case I will cancel or refund. Having said that, if something comes up for the renter, I will be happy to cancel and rebook within the lifespan of the returned points. If rebooking was not possible I would make my best efforts to re-rent the returned points to give the renter at least a partial refund. It would have been a year ago. Not as hard right now. Brokers have plenty of reservations for rent for a hist if COVID-related reasons.it would be difficult to find accommodations that would work within 30 days of travel, especially at the more popular properties.

Not saying it's impossible, but confirmed reservations don't always match people's already planned vacation days, especially if flights are involved. One might need to be willing to switch resorts during the stay. Some might feel it's worth the hassle, I supposed.
