Review Regal Sun Resort or Royal Plaza Downtown Disney?

Looking at staying at an "official" WDW hotel. Which is best - Regal Sun or Royal Plaza?

Both within walking distance of Downtown Disney...

Looking to book up with hubbie and two small children next Sept.

Or is it just worth staying at Disney All Stars for the same money? Hubbie quite fussy and as we are on a budget figured 4 star better than 3!

Any advice appreciated please!!!
