I'm pretty sure it has at least the past few years. No way to know about next year. It's not going to make or break most people's trips but it is fun for kids.

we usually hit the parks in April and every year for the last 3 or 4 years its not been open when we are there.

It should be open this April as it already closed and opened from it's annual return as did GRR.
