I think luggage-then-testing is the procedure for 2 reasons: 1) traffic flow - keep everyone moving towards the ship without backtracking, and 2) the “bubble” concept - once tested negative they don’t want guests going “back” to where they could interact or be exposed to those who haven’t tested.
