No. They are set for the year, other than the promotional discounts that come out.

The pp is correct. Once the rates come out, they are set for the year. If a discount comes out, you can take advantage of it as long as there is availability for your dates/resorts, but otherwise, rack rate doesn't change. If you have an existing reservation and Disney releases a discount for your time frame, you have to call to check availability and have the discount applied (pending availability) as Disney will not automatically apply it to your reservation.

No, they never go down. You will need to check for discount promotions that may be released for your dates. They won't check for you, and they won't apply it automatically - you have to ask them to apply it.
