Rack Rates: Do they get you a "better" room?

Do you get a better choice of room if you pay rack vs using a code etc. I was curious if a person who pays a higher price would be more likely to get an upgrade or their first choice room vs someone who has used a code or some other discounted rate; or is it just luck of the draw?

I would say definetly "NO!" because I have never paid rack rate except for one night last Oct. for an unplanned night (we actually called from EPCOT after Illuminations). I paid $124 per night for AKL and we were upgraded to Savannah View upon check-in. It was lovely! We've always had wonderful rooms, but with the exception of that night in Oct, we usually check in fairly early in the day, usually before 5PM.
