I'm sorry if this has been answered before but I did a search and couldn't find the answer.

Can I do the RAC for my AA flight and NOT pay the baggage fees?

I'm a Citi aadvantage holder and they waive the fees for me, but the RAC at the resort wouldn't know that. Or do I have to check-in at the airport?

Yes they would know that, they have access to the airline's reservation system. Just like if you check-in at an airport kiosk, the system knows you are eligible for a free bag. I haven't done it with RAC for American but I have for Delta. No problem getting the free bag for me and my friend on the same reservation.

That's why they only allow certain airlines for RAC, they don't have access to the other airline's systems.

Yes, the RAC staff are aware that some fees are waived for certain affinity/credit card passengers. If it doesn't show up on their system, just show your card. That's what we did last year and had no problems checking our AA bags free.
