There is a wall that is up around that part of the GF because the construction of the DVC villas is right beside the pool. I had tea in the Tea Room in Nov. and was not bothered by the view. I was seated where I could look out the window. There was a wedding going on, so I saw the carriage pass by and some of the guests. I also had dinner at Narcosse's and you can't see the construction from there because you are on the water. The Tea Room is at the back of the resort near the walkways for the rooms. I wouldn't cancel tea just because you can see the construction. There is always construction at WDW. You'd be hard pressed to find a time when a wall or some other shielding mechanism isn't up somewhere.
