I am not a Phantom fan either, however whenever I go by TKTS there are almost ALWAYS Phantom tickets available. And when we have visitors in town and they want to see a show, Phantom has always been available, it is usually just some of the new, hot shows that are a bit trickier to get.
I agree. Phantom is usually always up. I LIVE near Times Square. This is my neighborhood

, and always check out the TKTS board whenever I walk by or take the subway there. I do it purposely to see what's up for myself and also to answer such threads as these.
I am not concerned about a terrorist attack. While I am not oblivious and know that it can happen, I wouldn't go anywhere near NYC if it was a serious concern of mine.
The
only reason I bring up a terrrorist attack is because it is the only event here that I can think of that would knock out all 4 shows at once. The only other thing would be a major blizzard. Not happening in May.
The car bombing attempt was several blocks from me. A few days later, there was another scare (only it turned out to just be a scare, but they check everything out.

) The chances of actually being next to an actual bomb at the moment of it going off is quite low. I've always known Times Square is a major, central target, ever since seeing an old Henry Fonda movie from the 60's,
Fail Safe, when the nuclear bombs were aimed at NYC and Times Square is the center of the city. But, I stay because I love this place. It's my home. (OP, it's okay you don't like this city. It's not everyone's cup of tea.

)
Yet many NYers took advantage of the chance to see The Producers once it re-opened, since so many people weren't going into the city and prior to 9/11 the show was next to impossible to get tickets to. I walked by the theater a few days after 9/11 and there was a line down the street at the box office. I think everyone needed a laugh.
So many shows closed because of it though, it was awful.
But NY is alive and well now (I'm there right now and it's a beautiful day), and there are plenty of good shows to see...most of them are available on TKTS, so whoever's coming to visit this weekend, have a great time!
Yes, we have an incredible resilience.

We're feisty, and we get mad. We take it personally when someone goes after our city.

Mayor Guilliani told us right afterwards to go back out shopping, seeing shows, eating in the restaurants, and all the normal things to take back our city, and we did so in droves.
<-- That's why my DIS Location has that
Braveheart quote.
But, having lived in Times Square for 3 decades, and having friends who work in this neighborhood, I've seen the effect of events like terrorism, the Broadway stagehand strike we had a few years ago, and other smaller events which have taken down the little mom & pop shops I loved and were there for decades.

Friends who worked at hotels & restaurants got laid off, fired or were forced to look for other work as there just wasn't enough business to even make enough tips, my favorite newsstand on one corner closed. My favorite bagel street vendor moved & never came back.

The little souvenir shop that I had bought stuff from when I was a teen, dreaming of moving here some day, had to close. It's amazing how this city, especially this neighborhood is really so interdependent on one another.
The weather is beautiful today.

The city gets nice and quiet on holiday weekends

, because most of the residents go away.
