If I make a resort reservation only with no tickets, when I make my dining can I make the day my resort reservation starts plus 10 or do I have to have a package to do that?

You can make +10 with a room only ressie.

Tickets have no relevance to restaurant reservations, the way they do for FP+, you can book restaurant reservations whether you have tickets or not. 180 for everybody and 180+10 for Disney resort guests (tickets or no tickets)
