Question on new DVC resale policy

Does anyone know if the new resale policy is tied to the member or the contract? How does DVC keep track of who gets what? I became a member via resale in 2014 so I am grandfathered (for now) into the 2014 policy. My question is do I have to keep that specific contract to retain the benefits? What if I buy a direct contract and then sell it some day, will I forever be a direct purchaser after buying direct once even if I sell that contract? I ask because I anticipate my DVC usage to change over time? At this point in my life BLT works best for my family so I own there, in the future I may want to own at VGF, Poly, or an Epcot resort.

In that sense it'd be tied to the contract as would points usage for cash type options like DCL. Perks appear to be tied to the member but we'll have to see how that goes.

When you say perks are tied to the member, do you assume that the member owns either a contract purchased either before 4 April 2016 or a direct contract?

That's the way I see it. Qualified owners will get a member ID that proves that they are entitled to the discount and member magic perks.

Yes at least for part of their ownership. As it stands it appears that a member will get the discounts if they own qualified points but it's possible they might restrict perks/discounts to stays booked with qualified points. One system I own gives all VIP benefits if you qualify even for the non qualified points.
 
The new policy simply requires that you own, and continue to own, either any points purchased before April 4, 2016, or, alternatively, any points purchased from DVD after. The perks affected do not depend on actual usage or number of points you own like the restriction on the Disney Collections, created in March 2011, does.

Thus, absent further rule changes, and I emphasize that because who knows what Darth Vader (alias Ken Potrock) will do next, you could sell everything you owned pre-April 4 except a 25 point contract and keep the perks, even if you buy resale after April 4. Moreover, a new purchaser could purchase resale today and then buy a 25 point add-on from DVD and get the perks. However, you cannot sell everything you owned pre-April 4 and then buy a resale and use the perks.

Additionally, use of the perks affected by the new restrictions (other than the Disney Collections restrictions created in 2011), such as for merchandise, restaurant and AP discounts, does not depend on actual use of the points for any trip, and thus you can use the perks even if staying off-site as long as you have the minimum 25 point ownership required.

As far as the Disney systems keeping track, it will take only an adjustment to the existing system which, to enforce the Disney Collections restriction, already tracks resale points and those purchased from Disney and when you purchased them. Also, it appears DVD is going to have different DVC member cards, digital or otherwise, that will be issued to those who own only resale points purchased after April 4. There will be some oppurtunity for existing DVC members to be able to sell everything they owned before April 4 and improperly use some of the perks until the new membership card now being issued to pre-April 4 members expires, unless Disney adopts computer systems that check whether you are actually a DVC owner when you try to use a merchandise or restaurant discount.

Are you referring to the new member cards they sent out earlier this year or will there be another member card coming out?

I was referring to member cards being issued this year. Pre-April 4 owners and new purchasers from DVD will get the new cards with a 12/31/2021 expiration; many of the pre April 4 owners, including me, still do not have them. Those pre-April 4 members and new purchasers from DVD can also get a temporary digital card on line at any time that is good for a few months from time of getting it. New resale purchasers after April 4 are apparently going to have only digital cards, if even that, that differ in appearance from other members' cards.
