Question about using images/copyrights

I was wanting to make my son's teacher some notecards with Wizard of Oz characters. I searched for clip art, and found one I liked that said it was free, but in fact it was not free, and the owner of it (an etsy seller) said it was illegal to print it without paying for the image ($5). So, I might do that, but I was hoping to find some free images to use.
But I was just curious how you were able to use copyrighted images (such as Disney images) and not have it be illegal? How does all that work?
Does anyone know where I might find a cute wizard of oz clip art for free?
 
The Etsy seller undoubtedly does NOT hold copyrights to the Wizard of Oz image....sounds fishy to me!

We are allowed to use Disney images for personal use....no money changing hands in any way. That is why many printers will NOT do work on our DISigns....it would be illegal to do so.

What was the Wizard of Oz image you had in mind? Maybe a free version is out there somewhere!

This is original art that she created based on the Wizard of Oz Characters. She has the right to charge for it. These are not licensed/trademarked characters like Mickey.
 

Oh, I thought you were going to show images from the movie. A different scenario entirely with personally created art work.

Pay the $5.....cheap!!
