Question about ticketless AP packages

I recently read somewhere that "availability is limited" to adding a dining plan to a ticketless AP package.

Is this really true or is it simply a marketing line used to provide a false sense of urgency to someone sitting on the fence as to whether they should add dining (as opposed to TIW, etc.) when booking a ticketless AP package?

My experience with the dining plans (at least with a regular, non-AP, ticketed package) is that Disney is more than willing to sell them to you every day of the week and twice on Sunday (they make a lot of money on those darned things). So why would they limit their availability on a ticketless AP package? :confused3

Has anyone tried to book a ticketless AP package (on a discount or otherwise) and tried to add a dining plan, only to be told, "sorry there are no more dining plans available on a ticketless AP package at your resort and room category on your dates, but if you were to upgrade to a more expensive resort or room category . . . ?"
 
When booking through the AP site, there is a section that lets you do this specifically. These are the instructions from the site:

To book a room and dining package:

1. Click the Book Your Stay button
2. Select your travel dates and party mix
3. Select the Resort hotel you want
4. Select a dining plan under Dining & Entertainment to create your package

Here is the fine print:

Dining Plans cannot be purchased separately. To enjoy the Disney Quick-Service Dining Plan, Disney Dining Plan or Disney Deluxe Dining Plan, you must purchase a room and dining package prior to your arrival. These packages are not available for purchase after arrival.

**Dining must be purchased for each package night. Children ages 3-9 are limited to the Children's Menu at table-service and quick-service restaurants, if one is available. Meals are non-transferable between party members and expire at midnight on the day of check out.
