Can you use them even if you don't stay in an on-site resort?

We used the Neverland club when we were off site before, and it was no problem. But this was in 2002, so I am not sure if the rules have changed, all you can do is ask.

I was wandering the same thing we will be staying at the POFQ and they have no childrens program and I would love an evening out.
