Question about Free Dining and Upgrading Tickets to AP?

I'm sure this has been asked a million plus times but I can't find the answer to the EXACT question.

If you book a package with Free Dining and 2 day tickets, can you upgrade your park tickets to Annual Passes at the gate? If so, Can you still get the AP payment plan that Disney offers?

I upgraded tickets that I bought as part of a free dining package promotion to our current APs. This was done at Guest Relations which is near the gates but not the gates themselves. I don't know about the AP payment plan though as I didn't use it.

No clue about the payment plan (though I would think so,) but you can definitely upgrade the tickets. That's my plan.
