Question about Auction Board

I know this is the resort board but I tried to ask this question on the budget board and got no answer. I am not sure where to ask this question and I have had good luck with people on this board answering my questions. I joined the DISAuction and it gave me a $10.00 start credit. What does this mean and how do i use it.
