No. He can apply the hopper towards a new AP, but he'll lose the $40 renewal discount. It might be worth losing the discount since $40 isn't much compared to the value of a hopper. Even if blockout tickets were to come back (and there's no reason to think they will), a multiday ticket is cheaper than multiple blockout tickets.

ETA: Just found out his ap is a SoCal. Is that the one that can't be purchased anymore unless you renew?

Yes, So Cal is currently renewal only. So Cal Select can be purchased new.
