Well, a cross body won't interfere with the restraint, but at the same time, will be "contained" by the restraint so it won't fly around. It will fall into the space next to your hip and then the strap will be held down by the shoulder restraint. It's the safest kind of bag to take on rides. I carry one at theme parks and never take it off and I ride all kinds of rides.
This is welcome news. Although, I have to point out that this has been allowed at Universal Hollywood for some time. I last went in August 2016 and was able to keep my crossbody purse on.
