processing fees

Now Universals website is charging a processing fee of .99 to order tickets. When did this happen? We just went in november and I did not pay .99 per ticket

I noticed it a day or two ago when I checked the price of an express pass for someone. From looking around the site it seems it is only charged on two tickets the 2 park/1 day and the unlimited admission (7 day) tickets. The rest of the online store says "$0.99 per ticket processing fee is waived for this product". My thinking is that its only being charged on tickets which are cheaper online or just not sold at the park.
