Problems crossing border with children only and no spouse?

I've been across 2 times in the last 2 wks once flying and once driving and neither time was I asked for the letter. I do bring one that is just one we made with his signature, a witness and phone numbers.

This is the one we use.

I took my daughter to Disney when she was 3 and I needed the notarized letter. They never asked for it when I left Canada (which I thought was strange considering I was leaving the country), but I needed it when I returned home. They asked for it when I arrived back in Halifax. I thought there would be more problems leaving the country than returning. But I would take it just to be safe. You wouldn't want to be away and be held up for something you should of had. Have a great trip.
