Owners at each DVC resort may reserve 11 months in advance. Other members must wait until 7 months ahead to make reservations.

What exactly do you mean by "priority?" If you are talking about home resort advantage, owners at a specific resort may book 11 months from checkout date at that resort. At 7 months from checkout, the resort is open to all owners, not just those who own there. So we all have a 4 month "head start" at our home resort(s) over those who own elsewhere. Is that what you wanted to know?

To be very specific, subject to the home resort/non home resort booking rules, it's a first come, first served reservation system.

As already mentioned, owners (first come first served) may book their home resort up to 11 months prior to check out. 7 months prior to check out, all DVC owners have an equal shot at getting any remaining availability.
