What if your flight is delayed and you don't make the rental time?

Also, if it is in the same day can I move my flight up to a different flight earlier in the day or will they charge me?

If you give the vendor your flight number they will track it, and I tried them last week and the prices sucked at my destination,

You cannot move up your flight earlier in the day for no charge,even on the same day. It is still a flight change and you will be charged the change fee plus any differfence in fare. If your flight on the outbound was $100 and the earlier flight you want is $200, you will be charged the $100 difference and the change fee (depending on the airline $50 - $150) per person. NO exceptions, the same as changing for a different month. However, if you arrive at the airport early, you can go standby and they may not charge you if there's room. They still may though, depends who's working.

I'm talking about changing the flight to get my rental car. I know I'm locked in to the car for sure but didn't know how strict they are on the arrival times.
 
Got ya. You should be able to move up the time and if it's still within the 24 hours (as they work on 24 hour days), you should be OK. If it means you will go out of the 24 hours ( you were to pick it up at 10am and drop off at 10am and now you want to pick it up at 8am, you will add another day since you are going out of the 24 hour rotation). If that makes sense. That is how car companies work. Unless you are on a weekly rental and you stay within 7 24 hour periods. Hope that helps:)
