Theoretically no. People who have visited the listed countries within 14 days will not be admitted. Not sure how they actually check that.

That's great, but millions of people in U.S. cities are still being forced to cram into mass transit and travel to office jobs that we could easily do from our own homes. This travel ban is fine but it's not really going to help stem the spread of new cases because our most dense population areas are still largely operating "as normal."

Although as I'm writing this, I see that Governor Cuomo is banning gatherings of more than 500 people in New York State.

Only if you stay in the Schengen area - once you leave Schengen, you get an exit stamp (exiting Schengen) and an entrance stamp (entering non-Schengen country). All Schengen countries are included in the travel ban (presumably because of the fact that you can travel between Schengen countries without undergoing passport control).
