Is ther a Premium package availaabel to DVC owners similiar to the hotel guest packages that include the DDP & entrance to other stuff like La Nouba, etc

Not at this time, no. However, DVC members do get discounts on events such as La Nouba from time to time.

No, you buy your ticket media wherever you can get it most reasonably (many DVC members take advantage of the $100 discount on APs), and if you want the DDP, you pay $39.95 a person per day. Bear in mind that DVC being a timeshare means that most units come with full kitchens, so many folks take advantage of that savings.
