saw on a video you can now pre order at cs locations on the app using the dining plan. is this correct? if so does it work for bog? is it every restaurant now in parks?

Yes, you can use dining plan credits with mobile orders. It is not every restaurant in the parks though. BoG has its own version of pre-ordering, but it is not the same as mobile ordering via the app.
