PPO Akershus-can we get in International Gateway?

Sure this has been asked before, but couldn't find it when I searched. I know you if Epcot opens at 9 and you have an 8am PPO breakfast, you can get in the main entrance at 7:30, but can you also get in that early at the International gateway?

Yes, and to get to Akershus you will have to take the path past UK, Canada and Mexico.
