For those who are familiar with booking Port Adventures directly through Disney, specifically Italy and Greece. The info on the Disney website neer mentions how large the group size is. Should I assume they are not small groups unless specifically stated and that the groups will be at least 24 and could be much more.

Yes, unless otherwise specified, I would assume large groups that will fill a bus. You may not know the true number until you meet on the day of the excursion. Very large groups are often divided into subgroups, each with a single guide, but even the subgroups can be 24 or more.

So, I would also try to keep in mind the tour itself. I just looked back over some of the Disney tours we've done before and while none of them said small group, 2 of them were, just due to the nature of the tour. Also if you can figure out who the actual tour provider is, then maybe you could contact them to find out about tour sizes.

Examples:
  • Snorkling on Saint Thomas - there were 70 or so of us jammed on a medium/large boat. It was horrible. I didn't have a sense of how many people there would be when my family booked it.
  • Graycliff Chocolate on Nassau - the chocolate factory isn't that big, you couldn't have more than 20 or 25 people in there even if Disney wanted to send more people.
  • Photo Safari in Juneau - The boat we were on wasn't that big and you couldn't have had more than 20ish people on there. They could have sent multiple boats, but I'd consider those separate tours at that point.
  • Bering Sea Crab Tour in Ketchikan - their boat is HUGE and there were probably 100+ people, but everyone had seats and it was only uncomfortable trying to get in to the galley to buy snacks.
