We are staying at Loews Royal Pacific. Can we use the pools at the Hard Rock Hotel & Portafina?

Yes as stated above you are allowed to use any of the onsite hotel pools. You just may need to show your room key for access.
As stated, it's actually encouraged at Universal. Also as stated, you will need to show your room keys.
