Can anyone tell me where I can purchase these tickets in advance and at the best price.....
 
I don't think you can purchase the Luau tickets from anyone other than Disney. You should contact Disney Dining to purchase the tickets in advance. There may be discounts for Disney Club members, Annual Pass Holders and maybe DVC owners.
