Some friends of ours were booked for a garden view concierge room and asked to move to Samoa and they moved them so it does happen but it is rare and I am sure they are not going to have concierge level an option to anyone who wants to pay from any room in the resort becasue than the amount of people useing the lounge and concierge desk would increase and things could get ugly. In their case they were already booked in the room in Hawaii so it is not like they were adding to the amount of people using concierge. They just moved to another room. I believe I was told by someone else once that they did something similar but you will just have to ask.
