Don't be mistaken, from the good sources I have, it was considered for BOTH DCA and DHS.
It's highly likely to be going to DCA, but WDW is very weary of it, for obvious reasons...some higher ups at Disney wanted to split the cost of the overlay to make it cheaper to put it on both coasts, BUT with half of DHS being already under construction and the extra costs that WDW doesn't want to spend, I don't see this happening.
