Was it a wallet that fell off the top of the car? Or just money?
If it was a wallet....why not quickly check the ID IN the wallet with the license plate and then when you pull the car over give the driver a quick quiz about some of the specifics in the wallet/on the ID....like the DL#. If someone stole the car and wallet, they would not be able to tell you the license #. The man would have been able to and alot of this might have been solved....if only more time and effort were put into this!!!!
