The 180+ days is not tied to your dining package; it it tied to any resort reservation, so your room only is your 180 day mark.

180 days before 10/31, you can make ADRs for that reservation, including the checkout date, so, 10/31 and 11/1.

180 days before 11/1, you can make ADRs for that reservation.

If it were me, I'd just wait until 180 days out from 11/1 and make all my reservations then. But however you do it, I hope you get everything you want!
