I concur with Linda....you do get caught up in the whole perfectionist thing, which leads to procrastination and creative block.
One thing that really helped me was a suggestion from Stacy Julian very early in my scrapbooking life...if you have no motivation, just sit down and do a "throw away" page...something that is not perfect, that forces you to adhere pictures and patterned paper down in some semblance of a page, but keeping in mind that it is not necessarily a keeper. I tend to do this a lot with kits - I kit up some pages based on sketches from Scrapbook Generation/Sketch Support or on pages on Pinterest or here in the gallery. The kits include my cardstock base and the cut up strips of patterned paper and stickers, plus a few embellishments, if I am so inclined, in a large baggie with a copy of the sketch I am working from. No pictures yet.
When I have a need to get my motor running, I will sit down with a kit and just start putting everything together. Usually as I am doing this, an inspiration of what pictures to use comes over me and I am able to finish a page pretty easily. If I still don't have an idea how I will use the completed page, it goes in a pile until I find the right pictures to use. I don't force myself to search for the pictures, though, they usually just come into my hand as I am working on something else.
Does this make sense? I force myself to sit down and put kits together about once a month, and make a handful for the future and to tote for portable crop opportunities! I also belong to a kit club, and that gives me another 10 or so pages kitted up each month.
Look for the blogger Shimelle Laine. On her blog, she has some suggested layouts for "starting points" that are very simple to put together and hopefully provide some inspiration. Here's a link to her blog:

Forgive me for my long-winded answer, but this is something I had to deal with about 2 years ago and I haven't looked back!
