Can you swap out two counter meals credits for one table meal credit (just as I know two table meal credits equal one fancy meal credit) - just curious -thanks!

No. You can use a TS for a CS meal, though. During the Free Dining promo, you will even get an extra 2 snack credits and a poster or pin if you do. But, no TS for CS (or 2 CS) swap, I'm afraid.

Before the recent free dining promotion exchange offer (which may be available for only a limited time), they were allowing exchanging a TS credit for a CS credit (one-for-one, no extras). In most cases (but not all), this needed to be done at your hotel, and generally guests were asked to hold-off making these exchanges until the end of their trip, since they would not reverse such conversions if you changed your mind later.
