Please answer few questions about my 2 yr. 8 month old child

My child is not yet 3 so she didn't get a dining plan. Do I just pay out of pocket for whatever she eats? Will they allow her to get a plate at a buffet?
 
At a buffet she can have her own plate. At other restaurants she can share from your plate or you can order a kids meal OOP for her.
 
The buffets can be a very good value in this case. No charge for kids under 3 and no restrictions.

I've seen people report that at Ohana specifically, children's food (from Kona I think?) was brought out for under 3's without being charged for it, but we didn't personally experience that and I wouldn't bet on something like that happening consistently. At Garden Grill the kids option was brought out for us without us having to ask, but I think they may do that for parties with adults only too.

We found that with a 2.5 year old, buffets were wonderful, as we didn't have to worry about ordering something he may or may not have eaten and we could get him food as soon as we sat down. He also wasn't confined to the (IMO lacking) children's menus in order to get a child sized meal.

THis happened to us several years ago at 'Ohana. Our youngest was almost 3 and we ordered him and his brother both nugget plates fully expecting to pay OOP for his, but the server very hurriedly said there was no charge for kids under 3. I personally think she was just too busy to make the extra ticket, but that's just me. I sure didn't argue! :thumbsup2
 
We were there in early May. Not sure if we lucked out or this is typical. We had DDP with 2 adults, 1 child and 1 infant (2yo). We ordered a cup of soup from the kids menu at Kouzzina's, fully expecting to pay OOP. The waitress came back and explained that she charged everything to the DDP and the soup and milk came back free, without using additional credits. The same thing happened at Narcoossee's.

Our lunch at Coral Reef we paid OOP for her food. The waiter split out the check for her food.
