I am contemplating trying to do the Plaza Inn breakfast but I have a few questions.

Do the characters go around to the tables or is it still distanced due to Covid?
Is the food served by workers or do people dish it up themselves?
 
My family and I ate there on October 27th.

The characters go around to the tables and pose for pictures, give hugs, and sign autographs. You see Minnie and have pictures taken with her before you go in to eat.

The food is still sort of a buffet: you can pick what and how much, but it's put on a plate for you. Drinks you get yourself, and I'm pretty sure things like muffins you can grab yourself (but I'm not 100% on that as we didn't have anything from that area).
 
It seemed like everything is like it was pre-Covid when we ate there in September, but the food was not as good. The cold things (breads, fruit, cereal etc.) you grab yourselves (and things like syrup). Unlike our previous experience, many of the breads seemed stale. They serve the foods that are supposed to be hot (eggs, bacon, sausage, biscuits and gravy, French toast etc.) BUT - most of these things were actually cold (like cold, limp French toast) or lukewarm at best except the things they made to order on the other side (omelets and I don't know what else because I didn't order from there). I am sure staffing was still an issue at that time - hopefully it has improved. The character interactions are great.

I was there this morning - you take a pic with minnie at the beginning and then characters come to tables and hug/interact. We had: perla the mouse (had to look that up, chip, dale, Pluto, Pooh and tigger. Daisy made an appearance as we were leaving. All in holiday attire atm. Great interactions.

The workers serve you, you can go back for as much as you like.

Fwiw, this is my least favorite character breakfast onsite. I much preferred the vibe and food options at goofy’s and storytellers. This worked great for me today with my DS6, whose only food request was a corn dog and Mickey waffles (well Minnie waffles in this case), but I won’t go out of my way to experience it again. I’d probably book a late brunch at storytellers prior to a mid day break next time. Hth!
 
Let me clarify - when I say they serve you, you go stand in a line at the counter and tell them which things you want and they dish it up - they don' t take it to your table. One side is premade (the bacon, waffles, etc.), the other side is the few made to order items (I presume you can get bacon and sausage on that side with your item but I don't know). We used to do Goofy's every visit, but the first time we went here we LOVED it. They had some very unusual characters - the Fairy God Mother, Rafiki, Merlin, it seemed like they may have rotated characters in (our post-Covid visits, the characters have been pretty standard), and the food was delicious. This became our new tradition. The food at Goofy's was always great - lots more choices, but this was really different - plus we got into the park early. Now you don't get that - in fact, the check in (we were there at rope-drop) was a MESS the 2 times we have done it post Covid. I hope they got that figured out. The first time, we had to create our own line amid all the people crowded around for rope drop. The last time, they gave us a separate roped off area about 6 feet away from the podium for some bizarre reason - and no one dropped our rope! So they let all the latecomers line up in front of us while we were dropping our own rope. They should have made the line next to the restaurant fence right up to the podium. This has been a hard ADR to get and if they get it back to pre-Covid form imho well worth it, but as of September, at least, not so much. We took a guest and it was kind of embarrassing after I had said how good it was. I would probably opt for an early breakfast at Goofy' s at this point.
