Pirate Tsum Tsum

Can someone help me? Disneystore.com sent me the Pirate Tsum Tsum with the top hat by mistake (I wanted the Skeleton Tsum Tsum) and I'm just so confused by him! What are the flesh colored pieces hanging off his "chin" supposed to be? It looks like they're in front of his beard and I just can't figure it out. He has all the usual hands/feet pieces underneath already. It's not letting me upload a picture but here's a link:

Anyone know what character he's supposed to be based off to maybe shed some light on it?

I think it's supposed to be the Pirate that is threatening the town mayor (drowning him in the well). He has a "top hat" with a red feather. Some photos of that scene seem to show him with a split blonde/white beard, so I'm guessing that's what those two things are supposed to be.

I was confused by that too! lol and btw, I was so angry that they sent him instead of the Skeleton. I am just glad the Skeleton was still in stock so I could order him.
