I read that the Cruise has an hour long pin trading with the cast. Is thatt saying you can't trade with the cast all day? Thanks!

No, it's just a dedicated time to trade. You can trade with CMs anytime.

The hour is a time when a pin cart is brought out and pin traders gather. Also, there is one day when a group of the ships officers come out wearing lanyards so you can trade with them, too. But there will be plenty of crew members wearing pins throughout the day (guest services, in the stores, etc.).
