pin offers, if i cant use, can i give to some1 who can?

No, not unless you are going on her trip and book it.

You can't use it because you use pts all the time or because your DVC members?
You can still use the pin if you want.

We're new DVC members & going on our 1st dvc trip in oct. The pin is for free dining. Our neighbor is waiting for free dining but is going either way. We wont be using it, we're using our points.

pin offers are non-transferrable it mentions that in the fine print. When booking the cm will verify the name on the reservation with the name that the pin offer was sent to as well as the address
