I'd say def. go for the piercing.
Make sure you really think about the tattoo you're going to get. I spent weeks sorting through bird tattoos before I finally settled on the one I absolutely loved. I even traced it onto tracing paper and taped it to my arm for a couple days, to make sure I really liked it.
If you feel that that tattoo is really the one you want, go for it.

You seem kind of young though, is this like in a couple years? I think you have to be at least 16 in most states.

I can't get on that site, I'm signed into LJ and because it knows my birthdate, I can't see it.

There's no laws in Canada as far as tattoo's go. But respectable places will only tattoo a person at 18, and will tattoo minors with parental permission.
My parents refuse to give me permission and say I can't get one till I'm outta the house.

on the side of my wrist, right over my pulse.

I have a tatoo of a peace sign that say peace love on the back of my shouder. I love it and it really didn't hurt.
