Not seeing this in sticky. Can someone direct me to picture? I can't remember if the space between the armrest and seat is open (like most transfer chairs) or not.

The picture on that page is an ECV and is a very old picture (before 2007 when WDW got new ECVs).
For the OP - the company that provides the park rental wheelchairs to WDW is apparently Scooterbug. This is a link to their website. If you scroll down the page, you will see a picture of their rental wheelchairs, which look the same as the park rental ones.
So, the arms on the wheelchairs are partly open and partly closed. They are fixed in place and do not raise up.
