If I prepurchase the CD does that mean we no longer have to pay for seperate photo packages? Does it include the photos from rides, we always get a picture of the family on Splash Mountain? Does it also include the pictures taken at Character meals? I know I could probably find all these answers on the website but I've learned I can get better answers from here.

It only includes the picture from Test Track right now.

If you *buy* the prints at the character meals (you dont' have to buy the one at CRT b/c it's included in the price) you get to add them to your photopass account (which doesn't make sense until you realize that it means you can make prints for cheaper at home, so you don't just have that ONE print).
