I see on the PhotoPass website that they are at select dining locations. Is it safe to assume that they are only at character events? And which ones? I couldn't find a list, but trying to tap links on the iPad is not being successful for me.

Yes, character meals. I believe all of them except Storyteller's. Also, the pict at Minnie's doesn't include Minnie!

Back in mid-November, it included photos at Goofy's Kitchen, Ariel's Grotto, Disney's PCH Grill (breakfast only), and Plaza Inn (Breakfast only).
