photopass and ride photos

So I read that starting sometime last week or so, they started putting photos taken on rides (like Splash Mountain) on photopass cards. So I went to Disneyland on tuesday, and my friend ended up buying the photo from Splash Mountain, and I asked if they could also put it on my card. I was told I'd have to pay another $15, or purchase two prints.

Is that true? It doesn't really make sense to me... Why would I have to pay $15 to have the photo put on my photopass card, so I can go online and pay $15 to order the print from home? I'm hoping that since its a new thing, the CM just got the info wrong or something, and that's not the case. Any ideas?
 
That is how it works. You don't get the photos added to your PP just so you can include them in the price of the PP product you may purchase. You pay extra to get them on the card so you can get them added to the PP product you purchase.

Only in WDW on one attraction can you simply add the on ride photo onto your PP card for free. This has been going on a while and there is much speculation that it would become common, but years later that theory is questionable.
